Institutions often approach the deployment question as a cost trade-off. In practice, for ministries, public universities and healthcare bodies, it is usually settled by a regulator long before finance is involved — and treating it as a budget decision leads to the wrong shortlist.
Here is what actually separates cloud, on-premise and hybrid deployment for an examination platform, and how to decide which your institution needs.
What each model means in practice
Cloud means the vendor operates the platform and you consume it as a service. It is fastest to stand up, requires no infrastructure of your own, and shifts operational burden to the vendor.
On-premise means the platform runs on infrastructure you control. Institutional data never leaves your environment. This brings your own infrastructure and operations into the total cost, and typically takes longer to deploy.
Hybrid keeps part of the workload local while the rest runs in the cloud — appropriate when only specific data or processes are constrained.

The question that usually decides it
Ask where your data is permitted to live, and who says so. That single question resolves most deployment debates.

If your regulator requires data to remain inside national borders or inside your own infrastructure, the decision is made. The remaining work is confirming the vendor genuinely supports it rather than offering a regional cloud region as a substitute.
Does on-premise cost you capability?
It should not, but it can — and this is worth probing during evaluation. Some platforms are architected for cloud and retrofitted for on-premise, with feature gaps or scale limits appearing in the local build.

Control, exit and who holds the data
Deployment shapes the end of a contract as much as the beginning. With on-premise, your data already sits in your infrastructure, which simplifies handover considerably.
With cloud, export and handover terms matter more, and they are easier to agree before signature than after. Either way, institutional data should remain the institution's, and the terms belong in the contract rather than in a support ticket three years later.
Independent of model, ask for role-based access control and audit trails. Knowing where data sits answers only half the governance question; knowing who reached it answers the other half.
A practical way to choose
- Ask your regulator's requirement first. If residency is mandated, deployment is decided.
- Then ask about operational capacity. On-premise means you run infrastructure — confirm you have the team, or budget for managed support.
- Then consider timeline. Cloud is faster to launch; if an exam calendar is fixed, that matters.
- Consider hybrid where only part of the data is constrained rather than defaulting to full on-premise.
- Verify at scale. Ask what the vendor has actually run in your chosen model, and where.
Programmes at national scale tend to settle this early because they have no choice. Egypt's national medical licensing examination (EMLE), sat by 9,397 doctors for the Egyptian Health Council and Ministry of Health, and the national LMS programme connecting 500+ governmental university faculties, both operated under data-control requirements that were not negotiable.
